The report, in brief

The State of Transformation and AI Adoption

Adoption is easy. Transformation is the test. The region adopts AI faster than almost anywhere on earth, yet converts far less of it to value. The reason is not the technology. The value gap is a transformation gap. This is the short version.

~70%

of transformations miss their goals, four-fifths of it change, not technology

95%

of generative-AI efforts return no measurable value

11%

of GCC organisations are realising real value from AI

$320bn

of AI value on the table in the Middle East by 2030, near 11% of GDP

The diagnosis

The gap is not technology

The region is all-in on AI, with the ambition, the money and the people. Yet far less turns into value, because the strategy, data, process, people and controls around the technology were never redesigned. Leaders use AI as the reason to change how the work is done. The rest add it on top of a business no one redesigned.

The pattern

We have seen this wave before, and now it acts

Service-oriented architecture, cloud, automation and generative AI each promised transformation and delivered a fraction, because every wave was added on top of the last unsolved problem.

Agentic AI is not a new pattern. It is software that acts on the same unredesigned process and ungoverned data, which raises the stakes rather than resetting them.

01

SOA

Promised reuse. Delivered another layer.

02

Cloud

Moved the estate. Left the problem.

03

Automation

Sped up a process no one redesigned.

04

GenAI

Answered well. Changed little.

05

Agentic

Now it acts, on the same gaps.

The framework

Six dimensions decide whether value is realised

Value is realised, or lost, across six dimensions. Together they are the necessary and sufficient set. Strategy and Talent carry the most weight, because the gap is human and operational far more often than technical.

StrategyDataPlatformTalentProcessGovernance

Strategy & Value

Where value is defined, and whether anyone owns it.

Data & AI

Whether the data is fit to be acted on, and the models earn trust.

Platform & Architecture

Whether the estate can carry the change, rather than block it.

Process & Operating Model

Whether the work is redesigned, not simply digitised.

Talent & Change

Whether you have the talent, and whether people change how they work.

Governance & Risk

Whether decisions are governed, explainable and safe.

The recipe

Fix just in time, at two speeds

You do not need a five-year programme to fix every foundation first. We work two tracks at once, so value lands in a quarter while the wider fix runs in months, not years.

Track 1 · value in a quarterTrack 2 · foundation in monthsThe old way · a multi-year, big-bang programmeNOWQUARTERMONTHSYEARS
Track 1 · Value now

The necessary-and-sufficient slice

We build only the slice of process, data and adoption the next outcome needs, redesigned rather than replicated, governed by design, and put into production.

First value in a quarter, and the first win funds the next.
Track 2 · Foundation in months

AI compresses the wider fix

In parallel, we use AI to compress the wider foundation, data engineering, migration, process mining and testing, from years into months.

Foundation in months, never big-bang.
By design

Govern by design, for the region

In the Gulf, where data sits, who can touch it, and how AI decisions are governed is set by law and by regulator. Treat these as design inputs from the start, or rebuild later at a far higher cost.

Data residency

Where data lives, and crosses borders, decided up front.

Model risk

Models monitored for drift, bias and failure in use.

Explainability

Decisions a regulator and an operator can both follow.

Safety-grade OT control

Human in command where automation meets the physical plant.
